Synthetic Training Environment (STE) Virtual Software (VSW)
Solicitation # STE-VSW-26-0006
The Army Contracting Command - Aberdeen Proving Grounds Orlando Division, on behalf of the Capability Program Executive Simulation, Training, Test and Threat, is issuing a Call for Solutions for the Synthetic Training Environment Virtual Software program. This effort seeks a modernized virtual software ecosystem to achieve four primary operational outcomes: a doctrinal gate to live fire, a true combined arms environment, full mission command concurrency, and an open system architecture with published SDKs and APIs. The total combined value of all awarded lots is approximately 250 million dollars. The acquisition is structured around five capability lots, including Common Core Software and Simulation Application Software, with a phased selection process involving initial technical validation, down-selects, and demonstration pitches. The evaluation process prioritizes technical schedule, technical approach, and recent relevant experience from the last three years. A key requirement is the blind assessment of technical concepts to ensure objectivity, requiring offerors to genericize all identifying company information in their submissions. Technical solutions must demonstrate high commercial maturity, typically TRL 8 or 9, and adhere to strict security-by-design principles, including the delivery of Software Bill of Materials and alignment with RMF and FedRAMP authorizations. To prevent organizational conflicts of interest, any entity performing on Lot 5 is prohibited from participating in Lots 1, 2, or 4. The anticipated award date for the lots is November 13, 2026, following a rigorous schedule of industry days, solution submissions, and technical demonstrations.

Missile Defense Agency - Advanced Capability Concepts
Solicitation # HQ0860-25-S-C001
The Missile Defense Agency (MDA) has issued solicitation HQ0860-25-S-C001 for its Advanced Capability Concepts program, an ongoing opportunity open from May 9, 2025, to May 8, 2030. The agency seeks innovative concepts, scientific breakthroughs, and prototype demonstrations to enhance the robustness and effectiveness of all Missile Defense System elements. Key focus areas include kinetic and hypersonic defense, command and control battle management, integrated non-kinetic and electronic warfare, and disruptive technologies such as AI/ML, resilient networking, and advanced sensors. This is a two-step process where industry is invited to submit white papers on a rolling basis, which are then evaluated for potential negotiation and award. Submissions must follow strict formatting guidelines, including a 10-page limit for the combined executive summary and program description, and must include a Rough Order of Magnitude cost estimate and a program summary quad chart. Awards may be structured as either FAR-based procurement contracts or Other Transaction (OT) agreements, depending on the offeror's recommendation and eligibility. Evaluation is based on a trade-off process prioritizing technical achievement, research capabilities, and program management. Offerors must maintain active SAM.gov registration, disclose any organizational conflicts of interest, and comply with NIST SP 800-171 for safeguarding controlled unclassified information. Performance is centered in Huntsville, Alabama, though the agency emphasizes rapid development and compressed timelines for the transition of breakthroughs into acquisition programs.

This is a Sources Sought Notice and Request for Information (RFI) issued by the Naval Research Laboratory under solicitation number N00173-26-RFI-RJ02, aimed at gathering industry capabilities for the next phase of research and development in Transmitted Isotropic Generated Equivalent Radiation (TIGER) technology. The objective is to advance signal generation techniques across the radio frequency spectrum using extremely high power levels, specifically to support atmospheric research and the calibration of spacecraft and aircraft systems. The effort will refine and implement hardware and software prototypes developed in prior phases, focusing on generating precisely targeted, narrow-beam RF signals from large apertures exceeding 55 feet in size, ensuring zero signal spillage to adjacent components or vehicles. The work involves developing pulse-generating algorithms, controlling instrument systems, measuring environmental impacts on RF output, and determining critical performance metrics such as EIRP, tilt angle, axial ratio, boresight, and gain. All responses are strictly for market research and procurement planning under FAR 52.215-3, with no expectation of contract award, no financial reimbursement for respondent costs, and no obligation to proceed with any solicitation based on the received information. Responses must be submitted as a five-page Capability Statement including company contact details, CAGE code, UEI, NAICS 541715 classification, business size, and socioeconomic categories; a comprehensive list of technical capabilities aligned with the Statement of Work; questions to clarify or improve the draft SOW; a commerciality statement confirming whether the proposed solution is commercially available and evidence of prior non-government sales or leases; and a list of past performance contracts of similar scope. The work will be performed at the NRL facility in Washington, DC, and may require personnel to hold active DoD security clearances up to Top Secret/SCI, along with IAT levels I through III depending on system access, completion of OPSEC training, and an SSBI investigation for privileged system administrators. All information submitted will be protected if marked as proprietary, but classified material is strictly prohibited. Responses must be emailed to Richard Waterstreet by the specified deadline and must reference N00173-26-RFI-RJ02 in all correspondence. No proposals will be accepted, no evaluation factors are defined, and no contract will result from this RFI.

THIS IS A SOURCES SOUGHT NOTICE (SSN)/REQUEST FOR INFORMATION (RFI) AND NOT A SOLICITATION OR AN INDICATION THAT A CONTRACTUAL COMMITMENT WILL EXIST AS A RESULT OF THIS SSN.

This announcement is not a formal Request for Proposals (RFP). This SSN/RFI is for informational and planning purposes only and does not guarantee that an award will be made. PROPOSALS ARE NOT REQUESTED AND ANY PROPOSASLS SBUMITTED IN RESPONSE TO THIS POSTING WILL BE DISCARDED AND NOT REVIEWED. The Government assumes NO financial responsibility for any costs incurred. A solicitation package is not available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this SSN/RFI or NRL’s use of such information either as part of our evaluation process or in developing specifications or work statements for any subsequent requirement.

LOCATION: Contracting Office Address: NRL, 4555 Overlook Avenue, SW, Washington, DC 20375

OBJECTIVE: The effort required under this action is for Transmitted Isotropic Generated Equivalent Radiation (TIGER). This acquisition will build upon previous research efforts and continue the next phase of research for the performance of research and implementation of prototyped development in signal generation techniques across the radio frequency spectrum employing high levels of power.

The awardee will refine and implement the techniques, hardware, and software based upon the prototypes developed and evaluated in the previous contract. These signal generation techniques will be employed for atmospheric research and spacecraft and/or aircraft calibration. This effort may require access to SCI programs.

The Awardee will continue the research signal generation techniques across the frequency spectrum, with various signal parameters which will include, but may not be limited to, pulse-widths, pulse repetition intervals, and EIRPs. These pulses will be turned into RF energy that will be transmitted in very narrow beams at extremely high power levels from a large (greater than 55 foot) custom-designed apertures designed by the Navy to precisely target centimeter-sized components. There will be no allowance for signal spillage either to another component on the targeted vehicle or to other vehicles in proximity to the target.

The Awardee will also research, design and develop, and modify associated software and hardware combinations needed to generate the most efficient signals for use with the Navy’s space and airborne assets.

More details are provided in the attached Statement of Work (SOW) andf Personnel Qualifications documents.
