USTRANSCOM (TCAQ) in coordination with ARTRANS and other key stakeholders is conducting a pre-solicitation conference to discuss the upcoming solicitation for stevedoring and related terminal services at Guam ports, including Kilo Wharf. This virtual meeting is scheduled for May 14, 2026, from 1300 to 1430 HST and will provide potential offerors with an overview of the solicitation requirements, the Performance Work Statement (PWS), and address any pre-submitted questions. The conference aims to familiarize interested vendors with the details of the future procurement and clarify any nuances in the requirement prior to the official release of the solicitation HTC711-26-R-E133. Participation is limited to two representatives per vendor, and attendees must be registered in the System for Award Management (SAM) with the recommended NAICS code 488320, which is required to submit proposals. The draft PWS dated April 14, 2026, incorporates updates following an earlier request for information, and vendors are encouraged to review this document and submit questions before the conference. Interested companies must email their participation details, including company name, CAGE code, and attendee information, no later than May 12, 2026. Vendors unable to attend may still submit questions via email, with all Q&A posted on Sam.gov after the meeting to ensure transparency and broad access to information related to this Department of Defense contract opportunity.
