In 2026, USTRANSCOM is seeking to establish a contract for Stevedoring and Related Terminal Services at the Port of Rotterdam, Netherlands, to support the Department of Defense’s Defense Transportation System by managing the full lifecycle of import and export cargo operations. The contractor will be responsible for handling all types of U.S. government cargo—including military vehicles up to 150,000 lbs, arms, ammunition, explosives, hazardous materials, refrigerated items, and sensitive cargo—across multiple modes of transportation such as vessels, railcars, and commercial trucks, with services required around the clock, 365 days a year. Primary operations will occur at the UniPort Terminal and other designated sites within Rotterdam, requiring the contractor to perform simultaneous vessel loading and discharging, container stuffing and unstuffing, in-transit storage, warehousing, cargo washing and fumigation, and intra-port transfers. The contract will operate under a Schedule of Rates mechanism, with pricing based on individual units (EA) or measurement tons (MTON), and reimbursement for out-of-pocket expenses up to $3,500 per item without prior written approval from the Contracting Officer. All performance must align with Best Commercial Practices and comply with stringent regulatory standards including MIL-STD-129R for military marking, IPPC ISPM-15 for wood packaging, 49 CFR Parts 100-185 and the IMDG Code for hazardous materials, and 29 CFR Part 1918 for longshoring safety. The contractor is bound by comprehensive compliance, safety, and security obligations under DFARS, FAR, and other federal and host-nation regulations, including safeguards for Controlled Unclassified Information and Cyber Incident Reporting per DFARS 252-204-7012, and adherence to DoD antiterrorism standards. Personnel must be vetted in accordance with U.S. requirements, and the contractor is required to submit semi-annual reports on first-tier foreign service providers with access to U.S. government shipments. Safety programs, hazard analyses, and accident prevention plans must be submitted within five days of contract award, and the contractor must maintain a formal Quality Control Inspection Program with a Quality Control Inspection Checklist submitted after every vessel operation.
