The U.S. Transportation Command (USTRANSCOM) is conducting market research through a Request for Information (RFI TRANSCOM26R008) to gather industry input on the future procurement of Stevedoring and Related Terminal Services (S&RTS) in Yokohama and East Japan. This initiative precedes the anticipated issuance of an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base performance period spanning April 1, 2027, to March 31, 2032, and includes an optional six-month extension. The scope encompasses all labor, equipment, and management required to handle U.S. Government cargo, including military vehicles and breakbulk shipments, in accordance with a Draft Performance Work Statement. Contractors must comply with FAR 52.219-14, as modified by deviation 2021-O0008, which restricts prime contractors from paying more than 50% of contract costs to non-similarly situated subcontractors, with a critical exception allowing the use of local Japanese contractors for foreign performance without counting toward that limit.
