The USTRANSCOM Acquisition Directorate is conducting market research through a sources-sought notice, TRANSCOM26R009, to gather industry input for an anticipated Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Stevedoring and Related Terminal Services at the Port of Bremerhaven, Germany. The anticipated contract will have a base period of performance from 1 May 2027 through 30 April 2032, with an optional six-month extension, and is intended to support 24/7/365 cargo handling operations including vessel loading and unloading, vehicle and hazardous material handling, and terminal support. Responses to this RFI are required by 6:00 A.M. CDT on 16 June 2026 and must be submitted via email to the designated Contracting Officer and Contract Specialist. The Government will not award a contract based on this notice nor reimburse any costs associated with responses, as this is strictly for planning and market assessment purposes. Contractors must comply with stringent performance, safety, and security requirements outlined in the related Performance Work Statement. Key performance standards include no more than one security violation, one cyber incident reporting delay, one safety non-compliance incident, and two instances of damaged, lost, or pilfered cargo per year. Contractors are required to maintain a Site-Specific Safety Plan, designate a qualified Site Safety and Health Officer, and implement quality control procedures consistent with specified thresholds. All personnel must hold a valid Transportation Worker Identification Credential (TWIC) or equivalent, undergo threat screening, and be barred from access if debarred or suspended in SAM. Cybersecurity compliance with NIST SP 800-171 is mandatory, including submission of a self-assessment and Plan of Action and Milestones within 60 days of award. Foreign vendors must report semi-annually on their utilization, and all cargo must adhere to IMDG Code and CFR49 regulations for hazardous materials, DTR Part V for agricultural inspections, and port-specific marking and accountability standards. The contract will be administered electronically through the Treasury Invoice Processing Portal with payments processed via the Transportation Financial Management System, and all invoices must align with TFMS PO numbers. Offerors must complete and submit an Information Sheet and Market Research Survey, self-certify their business size and socioeconomic status under NAICS 488320, and confirm SAM registration with a valid CAGE/NCAGE code and Unique Entity Identifier.
