Gunport and Mount Seals

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N00178-17-T-0009 is issued as a Request for Proposal (RFP). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis to Seal Science, Inc., 17131 Daimler Street, Irvine CA 92614-5508 to acquire Gunport and Mount Seals. The Gunport and Mount Seals have already been tested and flight certified by the Air Force. Substitution of another part would require additional flight certifications and would create unacceptable delays. Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling +1 (555) 000-0000, or via the Internet at https://www.sam.gov. Quote is due 18 November 2016, no later than 11:00 a.m. EST with an anticipated award date by 6 December 2016.
