The Department of Defense, through the Army Contracting Command and the National Advanced Mobility Consortium, intends to issue a Request for Prototype Proposals for the Water Bison project under the Ground Vehicle Systems Other Transaction Agreement. The objective of this effort is to develop a modern water transportation and storage solution to replace the current Army Water Buffalo system. The government plans to award up to five projects, requiring each offeror to provide prototypes that integrate with the LMTV and MTV, with an additional objective requirement for integration with the JLTV. Successful completion of the prototype phase may lead to a non-competitive follow-on production contract for a total of 8,958 Bison systems. Participation in this effort and the associated industry events requires membership in the National Advanced Mobility Consortium. The Government intends to issue a Request for Request for Prototype Proposals (RPP) for the Water Bison under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of GVS related Research and Development prototype projects. The Government will utilize the GVS OTA to award this effort. The intent of this project is to replace the Army Water Buffalo system currently used by the U.S. Army and develop a modern water transportation and storage solution. The Army expects to award up to FIVE (5) projects and receive TWO (2) total prototypes per offeror including: A Bison prototype capable of meeting the threshold requirement to integrate with the LMTV and Medium Tactical Vehicle (MTV). The prototype may be designed to also meet the objective requirement to integrate with the JLTV. If the contractor designs this prototype to meet the objective requirement, then the contractor shall provide two units of this design to the Government for testing and will not provide the prototype described in the next paragraph. If the contractor delivers a Bison prototype designed to meet only the threshold requirement, then the contractor shall deliver a second Bison prototype designed to integrate with the JLTV. The Government anticipates pursuing a Follow-on Production effort under the authority of 10.U.S.C. 2371b(f), which states that, upon a determination that the competitively awarded prototype project has been successfully completed, the prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The anticipated Follow-on Production is for a total quantity of 8,958 Bison systems. ****A Virtual Industry Day for this action will take place Thursday, December 17, 2020. Membership in the NAMC is required to participate in this Virtual Industry Day.
