AI Contract Overview

The contract pertains to the urgent procurement of a temporary chiller for the Ground Water Electrification Facility (GWEF) at Eglin Air Force Base, Florida. Due to the critical need to maintain continuous and reliable climate control, a sole-source award is being pursued, bypassing the typical competitive solicitation process. This urgency stems from the deteriorating condition of the current chiller and the ongoing construction at the site, which requires an additional temporary chiller to ensure uninterrupted cooling until two new permanent chillers are installed. The current contractor’s specialized knowledge and previous involvement with the GWEF's complex cooling needs make them uniquely qualified to provide this service without risk to mission-critical operations. The government is invoking the "Unusual and Compelling Urgency" exception under FAR 5.202(a)(2), as re-solicitation or delay would pose unacceptable risks to sensitive equipment and operational continuity. The contract, issued by the Department of Defense’s Air Force Technical Center Office at Eglin AFB, is identified under solicitation number FA282325C0026 with NAICS code 238220, covering construction-related services. Points of contact for this procurement include Jared Dunn and Rick Porter, who can provide additional information related to the acquisition. The rapid procurement approach ensures that essential climate control capabilities are maintained without interruption, thereby safeguarding the facility’s mission-critical functions.

Full Description

GWEF Temporary Chiller SSJ - Unusual and Compelling Urgency Due to the criticality and urgency of maintaining uninterrupted climate control at the GWEF, a sole-source award is being pursued to avoid potential operational disruptions. The current contractor possesses specialized knowledge of the GWEF's complex requirements and has been instrumental in maintaining the existing temporary chiller. The ongoing construction at the GWEF may necessitate the addition of another temporary chiller to bridge the gap until the two new permanent chillers are installed. This further underscores the need for a contractor with established expertise and familiarity with the site. Re-soliciting this requirement would introduce unacceptable risk to mission-critical equipment and operations. Therefore, publicizing this requirement as outlined in FAR Subpart 5.2 is not practicable, and the government intends to utilize the exception at FAR 5.202(a)(2), "Unusual and compelling urgency." This exception applies because the government would be seriously injured if the agency complies with the time periods specified in 5.203. The urgency arises from the deteriorating state of the existing chiller and the imminent need for uninterrupted cooling to protect sensitive equipment within the GWEF.
