R--425 Engineering Startup Support Services

The Contracting Department, NAVSUP Fleet Logistics Center, Norfolk, VA, 23511-3392 intends to negotiate a Sole Source Firm Fixed Price type contract with Ferrie Franzmann Industries LLC DBA ESSMETRON for start-up engineer support services to provide inventory and inspection of all equipment manufactured by and previously purchased form ESSMETRON under contract number N00189-15-P-0912 and will utilize the procedures of FAR Part 13, “Simplified Acquisition Procedures.? Requirement is Sole Source because ESSMETRON manufactured and assembled the very complex, specialized high voltage equipment requiring the start-up inventory and inspection services to be installed at the power plant at NAVSTA Rota. ESSMETRON is uniquely qualified to provide these services, as they provided the initial equipment production and related services including fabrication, assembly, wiring, installation, shop drawings, and research. The contract will consist of a 12-month base year with three (3) three (3) month option periods. Base year period of performance will commence on 01 August 2018 and continue up to and thru 31 July 2019. The Government will conduct an acceptance inspection at the point of delivery. The North American Industry Classification System (NAICS) code for this acquisition is 541330 with a size standard of $15 million. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States.
