DESCRIPTION: The Bureau of Land Management (BLM) have a requirement for Soil Testing at the location stated below. This requirement is open to all types of businesses under NACIS 541330. Contractors must be registed at http://www.ccr.gov to be considered eligible for award. Facsimile proposals will be accepted at +1 (555) 000-0000 or e-mail at contact@example.gov Point of contact for technical questions: Oliaeya Randolph +1 (555) 000-0000 Point of contact for contractual quesitons: Judy Holden-Hughes +1 (555) 000-0000 BOONE ROAD SOIL TESTING 1. BACKGROUND Boone Road is located approximately 26 miles east of Lucerne Valley in San Bernardino County. Boone Road is approximately 3.8 miles long, beginning at State Highway 247 and ending in the vicinity of Means Lake in the Johnson Valley Off Highway Vehicle Area (T3N, R4E). Boone Road is presently an unimproved dirt road. The existing road surface is severely eroded in several areas due to storm water runoff from an estimated 9,000 to 10,000 acre tributary drainage area which originates approximately 6 miles south of Hwy 247 in the Bighorn Mountain Wilderness Area. The drainage path crosses Boone Road in predominantly 3 locations, causing a vertical sight safety problem in one location and severe erosion at the two other locations. The road has also been eroded as a result of off highway vehicle use to a point that the existing road surface is 3 feet below existing adjacent grade in some locations. This condition exasperates the drainage erosion problem by trapping and conveying runoff along the existing road surface. Also, the off highway vehicle use of the road has caused the breaking down of an otherwise stable road bed to a fine particle material which creates an air quality issue. 2. DESCRIPTION OF WORK AND SERVICES A. Task 1 - Soil Investigation and Sampling by Auger Borings The soil borings shall be preformed under the direction of a professional geotechnical or soils engineer registered in the State of California.
