The firm shall provide all necessary management, supervision, labor, materials, and equipment to perform the following: Task 1: Perform Asbestos Survey The firm shall perform asbestos survey with accredited persons meeting the inspectors training and certification/accreditation requirements of EPA and other Federal, State, and local. All field personnel collecting samples shall be accredited as Asbestos Inspectors in accordance with EPA’s revised Model Accreditation Plan (MAP) as mandated by the Asbestos School Hazard Abatement Reauthorization Act (ASHARA). The survey shall include a visual inspection of all areas. The survey shall include interior and exterior, where ACM could occur (i.e. building spaces, crawl spaces attics, steam and hot water piping, furnaces, boiler rooms, asbestos insulated duct work, heat exchangers, roofs and any other structures, utility lines or equipment insulated with/or suspected of containing asbestos that may become airborne when disturbed through scheduled construction activities). The inspection shall be in accordance with Asbestos Hazardous Emergency Response Act (AHERA) and National Emission Standard for Hazardous Air Pollutants (NESHAP) focusing on renovation requirements and will be thorough and complete. Task 2: During the inspection the firm shall: 1. Label each ACM sample and location with a unique homogenous area (HA) ID number 2. Label each sample container with same homogenous area (HA) ID number 3. Color photographs shall be taken of ACM sample locations. One original set of digital color photographs shall be provided in the main report. Photographs shall be labeled and numbered by building, homogeneous area, and material description. Task 3: Gypsum Wallboard and Joint Compound. Applications of joint compound on gypsum wallboard shall be evaluated to confirm if the application should be considered “joint compound? (applied to the joint and nail hole locations) or a “skim coat? (add-on material) in accordance with EPA’s Asbestos NESHAP clarification regarding analysis of multi-layered systems (published in the Federal Register on January 5, 1994). Develop a bulk sampling strategy based on the sampling protocol outlined in Part V of EPA’s Asbestos Sampling Bulletin dated September 30, 1996. The sampling strategy shall clarify if the joint compound layer should be considered joint compound or skim coat for determining the applicability of EPA’s NESHAP regulation (EPA requires composite analysis of joint compound) to determine if the material will be subject to the asbestos NESHAP regulation. Task 4: Analyzing Asbestos Samples. The firm shall analyze asbestos bulk samples by Polarized Light Microscopy (PLM) using dispersion staining techniques in accordance with EPA Method EPA/600/R-93/116 of July 1993. Each homogeneous area of floor tile determined to contain asbestos in quantities of less than 1% by initial PLM shall be verified by Transmission Electron Microscopy (TEM) to conclusively determine the presence of asbestos in concentrations greater than 1%. In accordance with EPA Method EPA/600/R-93/116 “Method for the Determination of Asbestos in Bulk Building materials? each individual layer of multi-layered floor tile shall be separated prior to analysis. Single results shall be reported for each layer and the entire sample material shall be considered to be ACM if one or more layers contain asbestos. The contractor shall encapsulate all locations to prevent any subsequent release of asbestos fibers after sample collection. Task 5: Lead based Paint/ Lead Containing Components (LCP) Survey.. The firm shall perform LCP survey with accredited persons meeting the inspectors training and certification/accreditation requirements of EPA and other Federal, State, and local agencies. The firm shall field test for lead in paint either by paint chip analysis or by use of a portable X-Ray Fluorescence (XRF) Analyzer. If paint chip samples are used, the paint chip sample should contain all layers of paint (not just peeled layers) and must include the bottom layer. Prior to bringing the XRF Analyzer on government property, approval must be obtained in writing from the Contracting Officer after having received authorization from the NAVFAC SE Safety Manager. XRF testing protocol shall be based on HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (Chapter 7) published in June, 1995 and revised in 1997. Sufficient XRF testing shall be performed to identify LCP in the building and develop a methodology for the performance of LCP tests and TCLP waste characterization testing. If an XRF is used, all inconclusive XRF results shall be verified by paint chip samples to determine if lead is present. NITON brand of XRF does not have inconclusive ranges; therefore, the result is adequate. But for other types of XRF, verifying the presence of lead in inconclusive XRF readings, collect 5% of these results as paint chips. Task 6: Bulk paint film samples. From the inspection in Task 7 the firm shall collect and verify inconclusive results obtained by non-NITON XRF testing. The samples collected shall be analyzed using Flame Atomic Absorption Spectrometry (Flame-AAS). The firm shall use laboratories accredited by the National Institute of Standards and Technology (NIST). The detection limit for construction purposes is 0.01% (100 parts per million) in paint for OSHA construction purposes. Task 7: Hazardous Waste (Toxicity Characteristic Leaching Procedure (TCLP) Testing Determination of components and materials as hazardous or solid waste shall be performed in conjunction with site work. Components which will be demolished and disposed as part of the project shall be sampled using TCLP for lead in accordance with the provisions of 40 CFR 261, Subpart C. Destructive testing of components is required. Testing includes, but is not limited to, collecting sub-samples of baseboards, window systems, doors, and walls. Collect adequate amounts of sub-sample materials to provide three composite samples. Patch and repair occupied areas with suitable materials (joint compound or caulking). Four ounces (110 grams) of material is required for a composite of sub-samples. Sub-samples shall be proportioned to components identified for disposal. Provide an acceptable chain of custody system for sample handling and data recording. Chain of Custody information is needed to prove that the samples are handled and transported in a manner that preserves the integrity of the sample. Task 8: Prepare an Inventory Report. The firm shall a complete and detailed report assessing existing conditions. Submit three hard copies and one CD. Sample report format is available from PWD Meridian (APM).
