Full Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Cost-type Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide modeling, simulation, and testing for EA-6B aircraft hydraulic systems. The vendor will model and simulate the combined and flight hydraulic system operation specific to A-6 TMS utilizing the unique A-6E test bed. Modeling and simulation is to include hydraulic operation of the main and nose landing gear and primary and secondary flight controls systems. NAVAIR intends to award this effort to Rochester Institute of Technology (RIT), 1 Lomb Memorial Drive, Rochester, NY 14623-5603. This acquisition is being pursued on a sole source basis under the authority found in 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is driven by RIT's on-site possession of an old A-6E aircraft, on which the majority of the hydraulic testing and structural analysis will be performed. This aircraft will be able to operationally simulate the EA-6B for most systems, thereby significantly minimizing the cost and time for development and iterative testing. It is anticipated that the SIC Code for this requirement will be 8734 (Testing Laboratories), the NAICS code will be 541380 (Testing Laboratories), and the FSC code will be H216 (Equipment and Materials Testing for Aircraft Components and Accessories). The estimated period of performance is a base period of one year, with a potential for two one-year option periods. Numbered note 22 applies. Other interested parties may submit a brief one-page statement demonstrating their capability to perform the services listed above if they believe they possess the required knowledge and ability to perform this requirement. These responses may be submitted via email to contact@example.gov or may be faxed to +1 (555) 000-0000, Attn: Candice Anderson, Code 2.5.1.8.1.7. Please respond via email or fax; no phone calls will be accepted. Note: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government is not committed nor obligated to pay for the information provided and no basis for claims against the Government shall arise as a result of this synopsis.

The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit, and a modular Open architecture utilizing OpenVPX and VNX+ standards to facilitate rapid upgrades and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must also adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and the ability to obtain Top Secret security clearances. The anticipated acquisition timeline includes an Industry Day in the first quarter of FY27, a final RFP release in the fourth quarter of FY27, and a contract award in the second quarter of FY28, with target fleet delivery scheduled for mid-2034.
