The Department of Agriculture's Farm Service Agency, Kansas City Commodity Office, is seeking to qualify potential offerors for a pilot program involving storage and distribution services for processed agricultural commodities in the Southwest region, specifically Arkansas, Oklahoma, Texas, Louisiana, and New Mexico. This qualification sets the stage for an upcoming solicitation, expected to be released electronically around September 9, 2002, with proposals due by mid-October. Eligible participants must have a current Processed Commodities Storage Agreement (PCSA) or demonstrate the capability to meet its requirements. The PCSA governs the standards and practices for warehouse operators handling USDA commodities, including specific regulations for dry, cooler, and freezer storage facilities. Facilities must meet minimum space requirements and be equipped to manage shipments that require dry, chilled, and frozen storage conditions. The future contract will be a firm-fixed price, performance-based service agreement covering receipt, storage, order processing through an internet-based system, picking, packing, and delivery of commodities to federally mandated feeding programs and, when necessary, disaster relief efforts. Deliveries will occur to approximately 28 locations and require full truckload shipments with capabilities for handling dry, cooler, and freezer storage requirements. The contract includes a 12-month base period, a six-month guaranteed option, and up to three additional one-year option periods. The procurement will be conducted under full and open competition with evaluation based on the best overall value, considering past performance and formal selection criteria. Interested parties are advised to frequently monitor the official electronic posting system for updates and participate in a preproposal conference scheduled for September 19, 2002, in Kansas City, MO.
