The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and associated Navy partners, is conducting a rolling admission process under the SeaPort Enhanced (Seaport e) Multiple Award Contracts to expand contract coverage and include additional Navy activities such as the Office of Naval Research. This process will result in the award of additional Indefinite Delivery/Indefinite Quantity (ID/IQ) prime contracts, allowing both new and existing prime contractors to compete in various geographic zones. Contracts awarded under this program utilize multiple contract types, including Firm Fixed Price, Fixed Price Incentive, and Cost Plus Fee structures, but exclude Time and Materials orders. Emphasis is placed on performance-based task orders, and there is a strong goal to allocate at least 33 percent of total contract dollars to small businesses, with minimum subcontracting targets for large businesses. The program includes seven geographic zones where task orders are competed based on the principal place of performance, with strict controls on fees, cost escalation, and pass-throughs. The rolling admission encourages increased participation from small business categories, including HUBZone, Woman-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and 8(a) firms, with competitive evaluations occurring within these subcategories. Solicitation number N00178-07-R-4000 governs this effort, with draft documents initially released in late 2006 and awards targeted for April 2007. Interested parties are expected to monitor the Seaport website for updates, solicitations, and related information.
