This is a Pre-solicitation Notice for one unit of H2000 Loader Mounted Snow Blower manufactured by M-B Companies, Inc located in Chilton, Wisconsin or Equal to remove all snow from United States Coast Guard units in Valdez, Alaska. The solicitation will be issued utilizing procedures in FAR Part 11.104, User of Brand Name or Equal Purchase Descriptions; FAR Part 12, Acquisition of Commercial and FAR Part 15, Contracting by Negotiation. The solicitation is scheduled to issue on or about July 25, 2012 with a planned closing date of August 8, 2012. The H2000 Loader Mounted Snow Blower manufactured by M-B Companies, Inc or Equal must be delivered to United States Coast Guard Sector Field Office in Valdez, Alaska within 5 months or sooner after the award is made. The salient functional and physical characteristics essential to the Government are: a) This snow blower is required for upcoming winter season. b) Provide an Industrial Snow Blower capable of moving 2000 tons of snow per hour. c) Snow blower needs to be sized to fit a 4.0 cubic yard wheel loader. d) Cutting height of 58 inches along with cutting width 113 inches. e) Snow Blower needs to have Weldco Beales WLKAT hitch attachment point to be used on CASE 821F wheel loader. f) Snow Blower needs to have hydrostatic pressure reliefs on both ribbon and impeller. g) Unit also needs to have cold weather package installed which should include the following. Engine block heater, Trickle battery charger, Engine oil heater, and hydraulic tank heater. h) Snow Blower needs to have ribbon style cutting head due to snow conditions received. i) Also need to have wireless controls to allow quick installation and removal of equipment. j) Snow blower needs to have optional loading shoot so unit is able to direct snow when removing around obstructions. k) Manufacturer shall be capable of providing replacement parts within 7 business days. l) Snow blower must have minimum cast distance of 120ft. m) Snow blower must meet minimum fuel tank capacity of 100gl for 8-10 hours of operation. n) Snow blower need to have a ribbon of 38" diameter. o) Snow blower needs to have 46" diameter impeller with replaceable blades. This will be a 100% Small Business Set Aside. The NAICS code is 423810 and the size standard is 100 employees.
