The Department of Veterans Affairs' Networking Contracting Office in Brockton, MA plans to award a sole source contract to Evoqua for maintenance and testing of pure water systems used in Sterile Processing at three VA Medical Centers: Jamaica Plain (Boston), West Roxbury, and Brockton. Evoqua, as the original equipment manufacturer and software owner, is uniquely qualified to service these specific water purification systems, which have been in place for approximately three years. Their expertise is critical to ensuring that the systems consistently meet or exceed the AAMI TIR34 2014 water quality standards, which are vital for patient safety and instrument longevity. Monthly, quarterly, bi-annual, and yearly maintenance tasks include replacing filters, servicing ion exchange vessels, calibrating resistivity monitors, chemical sanitizing, and comprehensive water quality testing for parameters like hardness, chlorides, pH, bacteria, and endotoxins. The contract stipulates strict adherence to all applicable regulations including NFPA, OSHA, EPA, and VA policies. The sole source justification is primarily based on the proprietary nature of the equipment and software, as no other contractor possesses the necessary knowledge, training, or authorization to safely operate or maintain the systems without risking damage or voiding warranties. While this notice is not a solicitation, interested parties claiming capability must respond in writing by March 17, 2023, to be considered for potential competitive procedures, though the government retains discretion on whether to pursue competition.
