J059--459-26-009 Modernize Outlying CBOC Building Automated Systems
Solicitation # 36C26126R0040
The Department of Veterans Affairs, through its Network Contracting Office 21, is initiating market research for the modernization of Building Automation Systems at outlying Community-Based Outpatient Clinics in Guam and American Samoa under Solicitation Number 36C26126R0040. This effort is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 236220, with a size standard of $45 million in annual receipts. The project scope involves installing a monitoring-only Building Automation System (BAS) that will remotely oversee critical infrastructure including HVAC, electrical, water, solar PV, emergency power, and environmental sensors using existing controllers and open protocols like BACnet/IP and MS/TP. The system must integrate securely with VA Network infrastructure, operate entirely on-premises with no cloud connectivity, and enable remote monitoring and alarm notifications from Honolulu, Hawaii, via authorized VA network access. Key deliverables include as-built drawings, network configurations, point lists, O&M manuals, and web-based dashboards for trend logging and system visualization across 75–85 monitored points per site. The procurement is currently in the pre-solicitation phase, with the formal Request for Proposal (RFP) anticipated for release in April 2026 and responses due by August 28, 2026. The initial sources-sought notice requires vendors to submit responses via email by April 10, 2026, using a prescribed form and adhering to a 10-page limit in Times New Roman 12-point font. Only SDVOSB-certified firms listed in the VA VetCert database and registered in SAM.gov with an active ORCA are eligible to respond. Performance will be executed at the Guam and American Samoa CBOCs, with centralized coordination and system acceptance managed through the VA Pacific Islands Health Care System in Honolulu. Contractors must coordinate closely with VA OIT to ensure cybersecurity compliance, network integration, and adherence to VA Technical Information Library and Master Specifications. No pricing, contract value, or detailed evaluation factors are provided at this stage, as the notice is purely for market research. The final RFP will define delivery timelines, payment procedures, inspection criteria, and award methodology, with compliance mandated under applicable FAR and VA cybersecurity standards, and no cloud services or external hosting permitted.
