Those who plan on subcontracting out the majority or 100% of the service may submit their quotes, but they would need to meet the limitations of subcontracting and the close date and time will not be extended. Please submit your best offer. After quotes are submitted there is no re-negotiation on pricing after the close of the solicitation.
