INVITATION FOR BID # S26-33409 Office Moving Services (Greater LA Districts)The California Department of Rehabilitation is seeking bids for office moving services under Invitation for Bid S26-33409, covering the Greater LA Districts. The contractor will provide comprehensive moving services including disassembly and reassembly of modular furniture, packing and unpacking, transportation, and delivery of office equipment and supplies, all performed according to the DOR Contract Manager’s direction. Services may occur outside normal business hours, including early mornings, evenings, and weekends as required. All sensitive equipment must be pad-wrapped, and any property requiring storage must be kept in a secure facility, with storage-in-transit allowed under specific conditions including a 53-foot by 8-foot unit and advance notice of at least five days. The contractor is responsible for removing all packing materials and debris, and must comply with all federal, state, and local regulations regarding vehicle operation and safety. The contract prohibits transportation of hazardous materials, which fall under separate regulatory oversight. Pricing is capped at the contractor’s submitted rates, with hourly and mileage rates exclusive of certain third-party expenses like parking or tolls, which may be passed through only with proper documentation. For moves exceeding 100 miles, line haul mileage rates apply with prior DOR approval, while shorter moves use hourly billing. The contractor must provide a dedicated move coordinator, submit accurate inventories, and clearly identify high-value items, with any item over $20,000 requiring special declaration. Full replacement value insurance is mandatory, and the contractor is liable for all damage or loss incurred during custody, except when damage results from improper packing by non-contractor personnel or inherent item defects. Claims for loss or damage must be submitted within nine months and acknowledged within 30 days, with resolution required within 60 days or reported to the Department of General Services if unresolved after one year. The contractor must be fully licensed, insured, and experienced, with personnel available within ten working days of notice, and work hours begin upon arrival at the site and end upon placement at the destination. Overtime is only paid if employees exceed eight hours on a state job in a single day, and the contractor absorbs costs for delays caused by insufficient staffing or equipment. The DOR must provide at least ten working days’ advance notice for moves and ensure adequate preparation, including tagging items requiring special handling. Bid evaluation includes potential incentives for certified small businesses and disabled veteran-owned businesses, with preferences of up to 5% and 5% respectively, contingent upon compliance with certification and commercially useful function requirements.
