The Naval Surface Warfare Center Dahlgren Division is seeking engineering services under solicitation N0017826R3017, a total small business set-aside for professional technical support in systems engineering, mechanical and electrical engineering, computer hardware and software development, configuration management, logistics, project management, accounting, technical writing, information assurance, and system administration. All contractors must maintain a TOP SECRET facility clearance, and all direct-support personnel must hold at least a SECRET clearance with eligibility for SCI access; certain critical roles require final TOP SECRET/SCI clearance. Offerors must comply with stringent security protocols governed by NISPOM, NSWCDD Command Security Manual, and SEAD-3/SEAD-4 policies, and must submit deliverables in accordance with specific Data Item Descriptions tied to Contract Data Requirements Lists covering software code, cyber accreditation artifacts, engineering analyses, drawings, and monthly progress reports. Performance is evaluated against strict quality thresholds including 95% accuracy for technical documentation, 90% timeliness for deliverables, and zero noncompliance for configuration control violations.
