All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 238210 Electrical Contractors and Other Wiring Installation Contractors, size standard is $19M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. DESCRIPTION OF WORK 1. General 1.1 Description of Services: The VA Central California Healthcare System (VACCHCS) Medical Center requires tri-annual inspection, testing and maintenance of electrical systems in compliance with VA Directive 1028 paragraph 8.j (6) dated February 24, 2021. The Contractor shall provide all labor, materials, tools, equipment, Personal Protective Equipment (PPE), specialty services, administrative support, and any necessary professional engineering services required for the inspection, testing, maintenance (including cleaning) and repair of the equipment, including labor, equipment and supplies for all equipment and systems specified or recommended by the equipment manufacturer. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. The Government requests that interested parties provide the following capability information to the Contract Specialist, Jill Williams by e-mail at jill.williams@va.gov by 11:00am PST 07/27/2026: (a) Business Size (Large/Small) (b) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (d) Ability and experience with similar projects, preferably including Contract numbers or a description of work performed aligned with the needs of this requirement.
