The Project includes the development of 11.31 acres of undeveloped land into a 348-unit affordable housing project composing of eleven residential buildings, bicycle and vehicle parking spaces, a large community clubhouse, pool, barbeques, two and outdoor community and recreational areas. A six-foot iron bar fence will be installed along the eastern property line, a six-foot masonry wall will be constructed along the western property line, and six-foot-tall fences and tall shrubs will be planted along the northern and southern sides of Ellwood Avenue and the eastern and western sides of Wainscott Way. The Project will result in impacts to 11.31 acres of western burrowing owl (Athene cunicularia) habitat; the Project will permanently remove 11.31 acres of western burrowing owl nesting and foraging habitat. The project is expected to result in incidental take of western burrowing owl, which is/are designated as a candidate species under the California Endangered Species Act (CESA). The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of Project implementation.
