AI Contract Overview
The contract seeks sources for market research concerning the design, fabrication, and delivery of a custom inflatable hangar door plug system for Hangar 714 North at Dover Air Force Base. The device is intended to create a thermal and weather seal around a C-17 fuselage within the larger hangar door aperture sized for C-5 aircraft. Key system features include a bolt-on corrosion-resistant aluminum Keder rail mounting system, a durable and fire-retardant fabric inflatable plug, and an electric blower capable of inflating the system rapidly (within three minutes). The plug must be operational in extreme temperature environments, resist winds up to 50 MPH, and be portable and safe for continuous use, with a minimum 12-month warranty. The contractor is required to deliver the complete system, including the inflatable component, mounting hardware, blower, storage bag, repair kit, and installation instructions, with a delivery date scheduled for January 17, 2026. The contract is structured as a firm-fixed-price commercial acquisition set aside exclusively for small businesses under NAICS code 336413. The solicitation outlines detailed compliance with various federal acquisition, safety, and cybersecurity regulations, including extensive FAR and DFARS clauses related to ethics, labor standards, information safeguarding (NIST SP 800-171 controls), prohibition of certain foreign-sourced technology, and unique item identification in accordance with MIL-STD-130 and MIL-STD-129 requirements. Delivery terms specify FOB destination with inspection and acceptance likely occurring at Dover AFB, though exact inspection locations are not explicitly stated. Wide Area WorkFlow (WAWF) will be used for electronic invoicing and payment, with designated points of contact and no named Contracting Officer’s Representatives. The government encourages submission of capability statements including CAGE codes and recommended NAICS classifications to inform acquisition strategy. Pricing details and exact evaluations factors beyond general technical capability, price, and past performance remain unspecified. The contract emphasizes ethical business practices, accelerated payments to small business subcontractors, and restrictions on certain geopolitical sourcing to ensure compliance with U.S. defense procurement policies.
