The Department of Justice, through the FBI Redstone Arsenal, is soliciting proposals for the lease of a heated hangar space in Billings, Montana. The required facility must be between 8,000 and 10,000 square feet, feature entry control, and be located either on the Billings Logan International Airport or within a one-mile radius. The lease structure consists of an initial full term of five years, with an initial firm term of three years and a 90-day termination right for the non-firm term. Award will be granted to the responsible offeror providing the lowest priced technically acceptable offer, evaluated via a two-step process. In the first step, the government identifies the lowest priced responsive offer; in the second step, the selected offeror must undergo due diligence, which includes submitting additional documentation, providing evidence of funding commitments, and potentially hosting a physical building tour. HUBZone small business concerns may receive a price evaluation preference unless waived. Key requirements include compliance with local zoning laws, adherence to seismic safety standards, and meeting National Environmental Policy Act and National Historic Preservation Act requirements. Offerors must provide a Phase I Environmental Site Assessment if applicable, and any new construction must achieve an ENERGY STAR label within 18 months of occupancy. Security countermeasures must be installed and their costs amortized into the rent as Building Specific Amortized Capital. Proposals must be submitted electronically via the RSAP portal by October 23, 2026, and must include FBI Form 1364 and FBI Form 1217.
