Hardscape Improvements And Tree Replacement – Las Posas Road Phase 1

The City of Camarillo is soliciting bids for Project No. ST-5113, Hardscape Improvements and Tree Replacement – Las Posas Road Phase 1. The scope of work involves replacing damaged concrete sidewalks, curbs, and gutters, installing new irrigation systems, removing existing trees and stumps, and planting new trees. Additional requirements include traffic control on a busy arterial street, AC pavement repair, utility box and manhole adjustments, resetting street signs, installing root barriers, and plant establishment. The project must adhere to the 2021 Standard Specifications for Public Works Construction, as well as standards from the State of California, Ventura County, and the City of Camarillo. Bids are due by 3:00 p.m. on September 3, 2026, and must be submitted electronically via the PlanetBids portal. A mandatory pre-bid meeting is scheduled for August 18, 2026. To be considered responsive, bidders must possess a valid Class A contractor's license, perform at least 50 percent of the work with their own organization, and provide a bid for both the Base Bid and Alternate Bid 1. The contract will be awarded to the lowest responsible bidder based on the combined total of the Base Bid and Alternate Bid 1. Bid security equal to 10 percent of the total annual bid amount is required. The performance period consists of 120 working days for the Base Bid and 40 working days for Alternate Bid 1, both excluding a 120-calendar-day plant establishment period. Work must commence within 30 days of the City Council award. The contractor is required to comply with California prevailing wage laws and DIR registration requirements. Payment is processed via pay estimates submitted every 30 days, with a standard five-percent retention applied to progress payments. The contractor must provide a one-year warranty for workmanship and a performance bond effective for one year after acceptance.
