The agency intends to award a sole source fixed-price contract to Tomba Communications & Electronics Inc. for the repair and upgrade of the 159th Fighter Wing alert system, including equipment, engineering, installation, and operational training at ten field locations. The contract covers the installation of two separate input dispatch control points for alerting across multiple sites such as shelters, parking pads, taxiway throats, alert centers, security posts, operations command posts, and sleeping quarters trailers. The sole source determination is based on Tomba Communications being the original designer of the current system and the only local vendor capable of timely providing compatible materials and expertise, which is critical for maintaining the mission readiness of the 159th Fighter Wing for Homeland Defense. Due to the proprietary nature of the alert system and the need for rapid procurement, full and open competition is deemed unnecessary under federal regulations. No solicitation package will be issued, but the agency will consider any responses received by March 29, 2007, to determine whether a competitive procurement is warranted. The contract emphasizes the importance of continuity in follow-up services and support to avoid delays associated with transitioning to a new contractor, thus ensuring the prompt and effective upgrade of this vital defense alerting system.
