Haskell Canyon Bike Park

The Haskell Canyon Bike Park Project, authorized through the adoption of the Initial Study/Mitigated Negative Declaration in June 2025, encompasses a series of infrastructure improvements designed to provide year-round access to the existing bike park, archery range, and other permitted uses within the Haskell Canyon Open Space area of Santa Clarita and unincorporated Los Angeles County. The Revised Project will install approximately four inches of asphalt concrete over a 1.4-mile unpaved main access drive extending from Copper Hill Drive to the City Archery Range, along with two 0.25-mile spur roads—one each to the bike park and archery range—and two dip crossings over the Haskell Canyon Wash to ensure safe, all-weather passage. These improvements are intended solely to enhance access to existing facilities without expanding their capacity or use, and an Addendum to the original environmental review has been prepared to account for the revised scope. The project site lies within a sensitive ecological zone, requiring strict compliance with environmental regulations under CEQA and coordination with multiple agencies including the California Department of Fish and Wildlife, the U.S. Army Corps of Engineers, and the Regional Water Quality Control Board. Compliance obligations include securing jurisdictional determinations, obtaining water quality permits, conducting pre-construction biological surveys, establishing protective buffers around special-status species, and implementing stormwater management measures consistent with local municipal codes. Contractual performance is governed by detailed special requirements mandating daily wildlife clearance surveys, immediate work stoppages upon species detection, tribal consultation with the Fernandeño Tataviam Band of Mission Indians, implementation of a fire prevention plan approved by the Los Angeles County Fire Department, and adherence to culturally sensitive protocols for any discovery of artifacts or human remains. The consultant, Michael Baker International, is responsible for environmental documentation and inspections conducted at the project site, with oversight by the City of Santa Clarita as the lead agency. While the project involves no estimated contract value or federal procurement clauses, all activities are bound by enforceable mitigation measures and regulatory approvals required under state environmental law and resource protection statutes. Work is anticipated to occur between February 15 and August 31, with site visits and reporting completed in spring 2026, and all actions must align with the CEQA-mandated mitigation sequence and environmental protections outlined in the approved documents.
