AI Contract Overview
The project involves constructing a new water transmission main originating from the Hastings Water Treatment Plant, with the primary line (Water Transmission Line #1) extending approximately 4,300 linear feet of 12-inch PVC pipe along N Dancy and St. Johns Avenue to connect with an existing main on N Main Street, utilizing open cut and HDD installation methods within County and FDOT right-of-way and easements. Additionally, the County is considering multiple bid alternates for a second transmission line (Water Transmission Line #2), which would run from the Hastings WTP site southward along S Dancy Avenue, then eastward along George Miller Road, with various modifications in installation techniques (open cut and HDD) at different segments, including crossing CR 13 South and transitioning between installation methods near station 14+44 and other key points. The third alternate proposes extending the line further south along George Miller Road to SR207, with a combination of open cut and HDD methods, terminating at the northern shoulder of SR207. The project is federally funded through the American Rescue Plan Act and is managed by St. Johns County, Florida, with a contract value estimated between 2 and 4 million dollars. The solicitation was posted on July 15, 2024, with responses due by August 14, 2024.

Full Description
The County is seeking to construct one (1) additional new water transmission main that is being considered as a Bid Alternate #1: Water Transmission Line #2: The work will begin at the 12-inch stub-out at the Hastings WTP site and continue south along S Dancy Avenue via open cut and HDD before turning east at the S Dancy Ave and George Miller Road intersection. The proposed water main will continue eastbound along the easement north of George Miller Road to station 14+44. Designed by Mott Macdonald.
For Bid Alternate #2 – Water Transmission Line #2, the County is proposing the open-cut installation will change to HDD near station 14+44, and the pipe route will cross the CR 13 South and George Miller Road intersection, where the pipe alignment will transition to the easement south of George Miller Road. The proposed installation will change to open-cut near Vanessa Ave., and the Alternate Bid 2 portion of the contract will terminate just past the 12” x 8” stub-out.
For Bid Alternate #3 – Water Transmission Line #2, the County is proposing the water main to continue along the easement south of George Miller Rd. to Sta. 46+00 via open-cut. Here the proposed water main will shift to installation via HDD, and the alignment will transition to the northern shoulder of George Miller Road. The proposed water main will transition back to open-cut installation before turning north into the SJC utility easement north of Smith Road, where it will continue north until its termination at the southern shoulder of SR207. The project includes Federal funding through the American Rescue Plan Act (ARPA).
