Hauling of Water Sludge and Screening Hauling Services

The City of Phoenix Water Services department is soliciting sealed offers for the hauling of dewatered sludge and sewage sludge and wastewater screenings. The contract is for a five-year term beginning December 31, 2026, with no options to extend. Services will be performed at various designated City facilities, including the 24th Street, Deer Valley, Val Vista, Union Hills, and Lake Pleasant Water Treatment Plants, with future expansions planned for the Cave Creek and North Gateway locations. The contractor must ensure all operations comply with 40 CFR 258 and 503, as well as regulations from the EPA, the Arizona Department of Transportation, and the Maricopa County Environmental Services Department. Awards will be made on an all-or-none basis for Groups 1 through 5 to the responsive and responsible offeror submitting the lowest total evaluated price. Minimum qualifications require offerors to have been in operation for at least five years providing similar services. Evaluation factors include technical capability, safety records, and the availability of necessary manpower and equipment. To be considered responsive, offerors must submit all required certifications, including heat safety compliance and debarment certifications, by the October 7, 2026, deadline. Contract administration requires that all employees obtain security clearance and background checks through the Police Department. The City maintains the right to conduct unannounced inspections of contractor facilities, vehicles, and disposal sites. Payment is contingent upon the submission of invoices containing a City purchase order number and a signed delivery or service ticket. Additionally, contractors must maintain a written heat safety plan in English and Spanish and adhere to strict nondiscrimination statutes under Title VI of the Civil Rights Act.
