Haverford Township 2026 Road Program

Haverford Township is soliciting sealed bids via the PennBID electronic portal for Contract No. RP-3 under its 2026 Road Program, with bids due by 10:00 AM on May 27, 2026. The project involves comprehensive road rehabilitation including milling, base repair, and placement of a 1.5-inch, 9.5mm Superpave wearing course with PG 64-22 binder, along with a 4-inch, 25mm Superpave base repair and optional leveling course, all in accordance with PennDOT Publication 408 specifications and applicable state and federal standards. Bidders must be pre-qualified with PENNDOT, comply with Pennsylvania prevailing wage laws, and meet the Township’s Responsible Contractor Bidding Requirements as outlined on its website. Each bid must include a certified check or bid bond equal to at least 10% of the bid amount, and the winning bidder must furnish a performance bond or certified check for 100% of the contract value within 20 days of award. The contract is firm-fixed-price, awarded to the lowest responsive and responsible bidder with consideration given to hauling distance for FOB source bids. All work must be completed by September 1, 2026, with liquidated damages of $870 per calendar day for delays, and must adhere to strict work hour restrictions of 7:00 AM to 7:00 PM Monday through Saturday, with no work permitted on Sundays or holidays without prior written approval. Contractors are required to submit a detailed construction schedule, attend a pre-construction meeting, provide material certifications including oil and stone samples witnessed by the Township, and ensure compliance with MUTCD and Pennsylvania traffic control standards. The successful bidder will be responsible for one-year warranty coverage, site cleanup, power brooming prior to work, proper notification of residents, and naming Haverford Township and Pennoni Associates Inc. as additional insureds on all insurance policies. All submissions must be made electronically through PennBID, and bidders are prohibited from withdrawing their bid for 60 days after the closing time.
