The City of Hayward is seeking proposals for hazardous tree removal and on-call maintenance and replacement services at the Hayward Executive Airport, a municipally operated facility serving the Alameda County region and supporting a vital local economy through its aviation activities. The airport, situated on a 543-acre site, requires ongoing compliance with federal aviation safety regulations, which include the removal or management of obstructions hazardous to aircraft operations. A recent safety inspection identified 33 redwood trees on a nearby property that have grown to heights posing risks to instrument and visual flight paths. The City has initiated plans for a phased removal of these trees and their replacement with shorter-growing species, alongside continuing landscaping and maintenance responsibilities after the closure and return of the adjacent Skywest Golf Course property to airport jurisdiction. The resulting contract, designated as RFP 26-026, covers tree trimming, hazardous tree removal, stump grinding, replacement planting, irrigation installation, and emergency response services on an on-call basis for a three-year term. Compliance with industry standards such as ISA for arboriculture, pertinent California labor codes including prevailing wage laws, and local environmental and safety regulations is mandatory. The City emphasizes environmental stewardship, requiring recycling or repurposing of removed materials with a right of first refusal for recycled wood use. Proposals will be evaluated on a best-value trade-off basis, weighing project understanding, approach, team qualifications, and cost equally. Special contract requirements include strict nondiscrimination and affirmative action commitments, detailed insurance coverages, affirmation against involvement in nuclear weapons development per City ordinance, and adherence to federal and state regulations governing airport operations and public safety. Submission of sealed proposals is electronically managed through the City’s procurement portal, with key contacts provided for technical and purchasing inquiries. The award process is structured to ensure the selected contractor can promptly and effectively support aviation safety and city environmental goals while maintaining efficient and compliant maintenance operations at the Hayward Executive Airport.

Hayward is known as the "Heart of the Bay" because of its central and convenient location in Alameda County – 25 miles southeast of San Francisco, 14 miles south of Oakland, 26 miles north of San Jose and 10 miles west of the valley communities surrounding Pleasanton. Serviced by an extensive network of freeways and bus lines, Hayward has two BART stations (Hayward and South Hayward), an Amtrak station, and the Hayward Executive Airport, with easy access to San Francisco, Oakland, and San Jose airports. It has approximately 154,507 residents. The City of Hayward employs approximately 850 employees in a variety of positions ranging from administrative and professional staff to public safety. City leadership is committed to providing a labor friendly work environment and recognizing the value of its employees. The City is governed by a City Council / City Manager form of government. The City Council is made up of six (6) members plus a mayor that serves as the head of the City Council. The City Council appoints a City Manager to oversee the City's twelve (12) departments. The Hayward Executive Airport is located on a 543-acre site. The airport is home to over 350 aircraft operated by local companies and individuals. The airport and its 21 commercial tenants create about 300 jobs and contribute to the local economy through fuel, business, travel, and possessory taxes. The airport is financially independent and relies on income from tenants and airport users for daily operation. The Hayward Executive Airport is obligated by Federal Regulations to protect instrument and visual flight operators to the airport. The Airport is expected to take appropriate action to remove, lower, or relocate and by preventing the establishment or creation of future hazards. The Airport works collaboratively with other organizations, agencies, and residents to fulfill its obligations. Annually the Caltrans Division of Aeronautics inspects the Airport to ensure safety and compliance measures are taken. In 2023, the Caltrans division of Aeronautics reported redwood trees located at 1202 W. Winton Avenue have grown to an unsafe height for landing and departing aircraft. After consultation with the City's landscape architect, it was decided the trees were not a species that would withstand the removal of the tops. The Hayward Executive Airport reached out to the property owners to negotiate next steps. The Airport is planning a multi-phase removal of the 33 redwood trees and replacement with a shorter-growing tree as soon as possible. Construction of the Skywest Golf Course was completed in October 1963. The golf course was located on the property of Hayward Executive Airport and operated under a single, long-term ground lease agreement. The ground lease was assigned to HARD in January 1975. The lease has been amended on four occasions, with the latest amendment allowing HARD to evaluate operations and potential capital improvement options until September 30, 2020. At that time, HARD ceased operations at the golf course and the 126-acre parcel of land was returned to the Airport. After the Hayward Area Recreation and Park District (HARD) ceased operations at the Skywest golf course on May 2020, Airport staff assumed maintenance of the property and initiated the process of developing a plan for development of the site. In the meantime, maintenance services will be needed which include tree maintenance/ removal by means of an on-call contract. The City has adopted a Strategic Roadmap. There are six priority areas outlines. Confronting climate crisis and championing environmental justice is one part of the this plan. It is important to the City and Hayward Executive Airport to ensure to the extent possible, much of the material is recycled or prepared for reuse as possible. The City should have the first right or refusal to use any recycled/reclaimed material for its own purposes. Public Safety Center - Market Sounding Survey
Solicitation # 27-007
The City of Hayward is conducting a Market Sounding Survey via Request for Information 27-007 to gather industry feedback on the feasibility and delivery structure of a proposed Public Safety Center. This project aims to replace the obsolete Hayward Police Headquarters with a new facility featuring a police headquarters, an indoor shooting range, and expanded services for the Youth and Family Services Bureau. Conceptual designs suggest a total building size of 98,712 square feet, with the CANG site recommended over the City Center site due to budget and parking advantages. Estimated project costs range from 247 million dollars for the CANG site to 352 million dollars for the City Center site. The City is specifically exploring a public-private partnership delivery method and requires responses from interested firms by November 13, 2026. Submissions must be made electronically through the OpenGov portal and should include a firm profile, risk assessments, and key personnel resumes. Compliance requirements include adherence to ADA upgrades, DIR registration for prevailing wage projects, and certifications regarding nondiscriminatory affirmative action and non-involvement in nuclear weapons development. This RFI is for informational purposes and does not constitute a formal solicitation or a guarantee of a future contract award.
