The U.S. Army Technical Center for Explosives Safety (USATCES) requires professional engineering services to update and modernize the government's proprietary HazX software. The work involves resolving known software defects, overhauling the user interface for enhanced functionality, integrating new analytical features for complex explosives siting scenarios, and updating the corresponding user documentation. The period of performance is anticipated to be from the Date of Award through September 30, 2027.

ARCTOS Technology Solutions, LLC is the sole developer and owner of the intellectual property, source code, and technical data rights for the HazX software. The source code and technical data have not been licensed or released to any third-party companies, and there are no authorized resellers or third-party vendors certified to perform maintenance, upgrades, or support services on the software. Therefore, ARCTOS is the only source capable of providing the required modifications.

 


THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR COMPETITIVE PROPOSALS. A solicitation document will not be posted to SAM.gov. The Government will issue a Request for Proposal (RFP) directly to ARCTOS.


However, any responsible source who believes they can meet the requirements may submit a capability statement demonstrating their technical expertise and legal authorization (including IP/source code access rights) to modify the proprietary HazX software.
