AI Contract Overview
The Safeguarding Tomorrow through Ongoing Risk Mitigation (STORM) Act establishes a competitive discretionary grant program administered directly by the federal government through the Department of Homeland Security. The program focuses on hazard mitigation, resilience, and climate adaptation by capitalizing Revolving Loan Funds (RLFs) to provide low-interest loans to local governments. Priority is given to low-income and underserved communities to help homeowners, businesses, and nonprofits reduce disaster risks, which in turn lowers property damage, insurance costs, and federal disaster expenditures. FEMA prioritizes projects that strengthen the resilience of natural and built infrastructure, particularly critical national infrastructure and major economic sectors. Preference is also given to initiatives that involve partnerships between multiple eligible entities and those that address the regional impacts of hazards. While the program is currently closed pending the next funding cycle, it remains a key mechanism for enhancing community fortitude against disasters.

Full Description
Eligible uses: The primary priority of the STRLF program is to capitalize STT-established RLFs that will provide direct low-interest loans to local governments most in need of assistance, including low-income geographic areas and underserved communities. Projects can assist homeowners, businesses, certain nonprofit organizations, and communities in reducing their disaster risk, thereby decreasing future loss of life and property, costs of insurance, and federal disaster payments. In awarding capitalization grants, the STORM Act directs FEMA to give priority to projects that: increase resilience and reduce the risk of harm to natural and built infrastructure; involve a partnership between two or more eligible entities; take into account regional impacts of hazards; and increase resilience of major economic sectors or critical national infrastructure.
