Collection and Treatment Services for Collection, Holding, and Transfer (CHT) and Disposal Services for Industrial Waste from Ships and Vessels at Commander, Fleet Activities, Sasebo (CFAS), Japan
Solicitation # N4008426B6300
Naval Facilities Engineering Systems Command Far East, through its Resident Officer in Charge of Construction in Sasebo, Japan, is conducting market research to identify qualified contractors capable of providing Collection, Holding, and Transfer (CHT) services for ship-generated black and gray wastewater and industrial waste from U.S. Navy ships, submarines, and visiting vessels operating at Commander, Fleet Activities Sasebo and surrounding areas. The contractor must supply all labor, equipment, transportation, and facilities necessary to perform recurring and non-recurring CHT operations both in-port and at anchorage, including on-site treatment, while ensuring full compliance with Japanese environmental regulations including the Waste Management and Public Cleansing Act, Japanese Environmental Governing Standards (JEGS), and the Prevention of Marine Pollution and Maritime Disasters Law. Valid Japanese licenses for industrial waste collection, transportation, and disposal are mandatory, and contractors must also be registered in the System for Award Management with an active CAGE code to be eligible for any potential award. The U.S. government is planning to issue a commercial solicitation under FAR Part 12 and is evaluating whether to use an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract or a Requirements Contract, with a proposed structure of one base year and four one-year option periods. The performance location is strictly at CFAS, Japan, and the government will assess service delivery based on compliance with local laws rather than U.S. military packaging or marking standards. Interested parties must respond using the provided Contractor Information form, submitting responses via email by 10:00 a.m. on June 8, 2026, to the designated contracting specialist, as this is a sources sought notice and not a formal request for proposals—no pricing, CLINs, or evaluation factors are included at this stage.
