Finished Compost Transportation Services
Solicitation # RFP-VC-26-007
The Inland Empire Regional Composting Authority is soliciting proposals under RFP-VC-26-007 for finished compost transportation services from its facility in Rancho Cucamonga, California. The anticipated project start date is February 1, 2027, with an initial five-year term and options for one-year extensions. This is a prevailing wage contract subject to California Labor Code Section 1770, requiring contractors to be registered with the Department of Industrial Relations and submit certified payroll with their invoices. Proposals must be submitted electronically via PlanetBids by November 12, 2026, at 3:00pm, and interested offerors were required to attend a mandatory job walk on October 27, 2026. The scope of work involves the timely removal of full trailers using various equipment, including straight-trucks and tractor-trailer rigs, while adhering to strict noise regulations and safety standards set by CAL OSHA and Federal OSHA. Award selection is based on price and payment terms, the nature of exceptions taken to the RFP, organizational experience, and the proposed work plan. The contract requires payment and performance bonds equal to the contract price, as well as comprehensive insurance coverage, including one million dollars for general liability and auto liability. Compensation is based on a net-price fee schedule with fixed rates for specific mileage brackets (0-20, 21-30, and 31-40 miles), though offerors may propose a fuel surcharge equation. Invoices are submitted monthly to the Authority's Accounts Payable Department and are paid within 30 days, with options for expedited payment in exchange for a discount. Performance is monitored through potential monthly self-inspection reports and random bi-monthly joint inspections, with a seven-day window to correct any identified deficiencies at no cost to the Authority.
