The Division of Finance and Rate Settings (DFRS) is seeking to amend its existing contract with Excellus Health Plan, Inc. to extend the period of service for managing several critical programs, including the Public Goods Pool established under the New York Health Care Reform Act, the Health Facility Cash Receipts Assessment Program, and the Bad Debt and Charity Care Independent Accountant’s Report. The current contract, which began on January 1, 2007, is set to expire on December 31, 2024, and the proposed amendment would extend it through December 31, 2027. This extension is essential to ensure the continued collection and management of funds that support mandated health programs, with the collection revenues playing a vital role in meeting state fiscal targets. The contract is awarded through a sole-source process, as Excellus Health Plan, Inc. is the designated provider for these services, and the contract is statutorily mandated under Public Health Law section 2807-y. The funding collected under this contract directly supports programs mandated by law, and any disruption could jeopardize the state's ability to meet its annual budget objectives related to health care funding streams. The contract covers all counties in New York State and is valued between 50 million and 150 million dollars. The contract's advertisement was exempted from public bidding due to its sole-source nature, with the next deadline for responses set for October 10, 2025. The NYS Department of Health oversees this contract, with Jenna Glindmyer serving as the primary contact for inquiries. The contract's continuation is critical to maintaining the integrity of health care funding and program administration across the state.

The Division of Finance and Rate Settings (DFRS) is seeking to amend its current contract with Excellus Health Plan, Inc. to continue to operate a successful pool administration program. Through C021425, Excellus oversees the Public Goods Pool established under the New York Health Care Reform Act (HCRA), the Health Facility Cash Receipts Assessment Program established pursuant to Section 2807-d of the Public Health Law (PHL), and the Bad Debt and Charity Care Independent Accountant’s Report on Applying Agreed-Upon Procedures pursuant to Section 2807-k of the PHL. This contract amendment will extend C021425’s current contract term from 1/1/2007 through 12/31/2024 to 1/1/2007 through 12/31/2027. A contract for these services is statutorily required under PHL 2807-y.The monies collected by the contractor are used to fund the programs mandated by the Public Health Law. The adequacy of pool funding streams has significant implications on achieving annually established state fiscal plan targets. Consequently, failure to approve this amendment compromises the State's ability to achieve annual budget objectives that depend upon the availability of adequate HCRA pool collections. Reason for advertising exemption: Single Source Award recipient: Excellus Health Plan Inc. Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority. Ad end date:10/10/2025 Contract term: 1/1/2025 - 12/31/2027 County(ies): All NYS counties
