HD Coldbox Insulation Panels

Fermi Forward Discovery Group, LLC, acting for Fermilab, is soliciting firm-fixed price proposals for the procurement of domestic rigid, closed-cell polyisocyanurate PIR insulation foam panels for the LBNF/DUNE-US HD Coldbox. The requirement consists of 1,500 panels to support three identical assemblies, with materials delivered to Rapid City, South Dakota. Technical specifications require a minimum density of 2.5 lb/ft3, a maximum thermal conductivity of 0.19 BTU-in/hr-ft2·°F at 75°F, and an operating temperature range of -320°F to -70°F. The foam must be manufactured without CFC or HCFC blowing agents and comply with ASTM E84 for surface burning, ASTM C272 for water absorption, and ASTM E96 for water vapor permeance. Dimensional tolerances must adhere to ASME Y14.5 standards. The award will be based on best value, defined as the lowest price among technically acceptable offerors, and is intended to be made without discussions. Proposal packages must be submitted by September 9, 2026, and must include a formal quote on company letterhead, a completed RFP form, the Subcontractor Annual Representations and Certifications SARC form, and the PUR-466 Proposal Certifications. Compliance with the Buy American Act for construction materials is mandatory, and the subcontractor is responsible for all quality control activities.
