The Government is seeking a contractor to deliver four annual iterations of the Analytical Laboratory Systems (ALS) Operator’s Course at Fort Leonard Wood, Missouri, for Civil Support Teams engaged in domestic consequence management operations. Each course iteration accommodates up to eight students, with a total annual throughput of 32 students, maintained through a strict one-to-four instructor-to-student ratio. The course spans 178 academic hours over 25 days and is structured into five instructional modules covering ALS1A1 operation, biological and chemical weapons identification, and field training exercises. All instruction must align with training concepts developed by the HDCSO and strictly adhere to TRADOC Regulation 350-70 (July 2017) and associated guidance, including the Systems Approach to Training. Instructors must meet stringent qualifications, such as prior ALS operator experience or completion of an approved instructor course, with specialized credentialing required for GC/MS and FTIR subject matter experts, including documented Agilent MassHunter training and mission support history. The contract is structured as a firm-fixed-price service award under a competed 8(a) small business set-aside, with a NAICS code of 611519 for specialized military training services. Performance must occur on-site at Fort Leonard Wood, specifically in designated training facilities, and all deliverables—including instructional materials, lesson plans, and reports—must be provided in fully editable electronic formats, primarily Microsoft Word®. Contractors are required to submit annual Contractor Management Reports via the EC-MRA system and ensure all personnel complete mandatory training in antiterrorism, iWatch, and OPSEC within prescribed timeframes. Instructor performance will be evaluated using the TRADOC Form 600-21-1 rubric, which mandates a minimum composite score of 16 out of 24 across eight sub-factors with no zero ratings allowed in any category. Compliance with NIST SP 800-171 and safeguarding of Controlled Unclassified Information is conditional based on data handling, triggering inclusion of DFARS clauses for cyber protection. Inspection and acceptance occur at Fort Leonard Wood, with joint contractor and government oversight of Government Furnished Property. No pricing details are available as the document reflects a sources-sought notice, with formal CLINs and contract value to be established after proposal evaluation under an anticipated LPTA methodology.
