Health and life solicitation

The United States Embassy in Abidjan, Côte d’Ivoire is seeking proposals for health and life insurance services to cover approximately 298 locally hired employees and their 902 eligible dependents under Solicitation Number 191V1026R0001. This is a firm fixed price contract with a base performance period of twelve months and four additional one-year option periods that the government may exercise. The solicitation is classified under NAICS codes 524114 for direct health and medical insurance carriers and 524113 for direct life insurance carriers, with no set-aside utilized. All offerors must be registered in the System for Award Management (SAM) prior to submission, as required by FAR 52.204-7, and the contract is subject to the Tax on Certain Foreign Procurements clause (FAR 52.229-12, FEB 2021). Proposals must be submitted in English on paper in a sealed envelope marked “Proposal Enclosed” and delivered to the American Embassy Abidjan at Riviera Golf, Attention: Contracting Officer, with no electronic submissions accepted. The deadline for proposal submission is July 3, 2026, at 12:00 noon, and incomplete or late proposals will not be considered. The government reserves the right to award the contract based on the initial offer without further negotiations.
