Health & Social Services Asset Mapping Project

The City of Lloydminster is soliciting quotations for the Health and Social Services Asset Mapping Project, a bi-provincial initiative designed to create a unified dataset and asset map of community health and social services across Alberta and Saskatchewan. The primary goal is to reduce service fragmentation and duplication across the provincial border by establishing common pathways for residents and referral systems such as 211 and 811. The project is structured into two distinct phases: Phase 1 focuses on framework development, stakeholder engagement, and data collection, while Phase 2 involves system development, database implementation, and a community services gap analysis. Key deliverables include a bi-provincial data framework, a validated dataset, a completed asset map, a gap analysis report, and a platform integrated with the City's website, alongside training for municipal staff. Qualified consultants must demonstrate corporate experience in similar data system and asset mapping projects, with experience in multi-jurisdictional environments considered a significant asset. Proposals must include a detailed technical methodology, a project schedule, and a phased financial proposal that outlines base prices per phase, hourly rates, and any applicable travel or maintenance costs. Vendors are required to work within a Microsoft-preferred technical environment and must adhere to all municipal, provincial, and national privacy legislation. Mandatory insurance requirements include a minimum of $5,000,000 in general liability insurance and $1,000,000 in professional liability insurance, with the ability to name the City as an additional insured. The City reserves the right to award the contract based on the best interest of the City rather than solely on the lowest cost.
