Healthcare Coalition RFP Plan Review, Training, and Exercises

The County of Stearns is soliciting proposals for a multiple-award contract to provide professional services for the Central Region Healthcare Coalition, funded by the Hospital Preparedness Program Grant. The project is divided into three distinct scopes of work: a comprehensive review and update of Emergency Operations Plans and associated annexes, the delivery of a Medical Response Surge Exercise based on ASPR 2026 standards, and the creation of three scenario-based exercise toolkits for long-term care and assisted living facilities. All services must be completed by June 1, 2027, with specific deliverables due throughout 2026 and 2027. Work may be performed remotely, although some in-person meetings in the St. Cloud area and simultaneous exercises at three regional locations are required. Proposals are due by October 7, 2026, via the Bids and Tenders electronic system and must include a technical proposal separate from a cost proposal. Evaluation is based on cost (30%), experience with plans, training, and exercise programs (30%), familiarity with the HIP program and Minnesota healthcare stakeholders (20%), and the proposed service plan (20%). The selected contractor will operate as an independent contractor and must provide a not-to-exceed total cost for each scope of work. Payment is managed through monthly invoices with a 35-day payment term, and the contractor is required to maintain professional liability insurance for three years following final acceptance of services.
