The Texas A&M University System, on behalf of Texas A&M Health, is seeking qualified firms to provide consulting services aimed at advising on the potential operation and management of a healthcare system encompassing a hospital and community clinics. The solicitation, numbered RFP-01-TAMH-26-284, is open to responses until June 2, 2026, and requires proposals to be submitted electronically via email in two separate PDF files labeled by company name as "Forms" and "Proposal." The initial term is estimated at two months, with a total maximum term of five years, and extensions may be negotiated in writing. Proposals will be evaluated based on overall best value using subjective assessments of proposed costs, the respondent’s reputation, qualifications and experience, technical fit with the system’s needs, past relationship with the A&M System, general capability, and other relevant factors deemed important by the agency. The A&M System may conduct interviews, request oral presentations, perform reference checks, and engage in negotiations with top-ranked respondents, including the possibility of single-source procurement if one offeror is clearly superior. The contract is subject to extensive compliance requirements under Texas law including strict adherence to Chapter 552 of the Texas Government Code for public information, mandatory record retention under Section 552.003(1-a), and the application of payments toward any state debts owed by the provider.
