AI Contract Overview
Hillsborough County intends to award a sole source contract to Heartland Water Technology, Inc. for one year of operational and technical support for the Heartland Concentrator System, with an estimated cost of $228,000. The procurement is justified under Section 3-205(2)(e) of the County’s Procurement Policy because the proprietary parts, maintenance, and services required are exclusively available from the original equipment manufacturer, with no authorized agents capable of providing the necessary support. This non-competitive approach is based on the uniqueness of the system and the absence of alternative sources, ensuring continuity and reliability in system performance. The County retains the right to extend the contract period, modify the scope of services to accommodate evolving needs, and adjust the award amount accordingly without reopening competition. The solicitation number is SS-26-00313, posted on June 25, 2026, with a response deadline of July 2, 2026. All challenges to the sole source determination must be submitted via the EUNA Procurement platform by the stated deadline and must provide clear and convincing evidence that bona fide competition exists. The County will evaluate any timely submitted challenges solely to determine whether the procurement should proceed as a competitive solicitation. If no valid challenges are received, the award is expected to be made after the deadline. The North American Industry Classification System code is 221320, indicating water supply and irrigation systems, and the performance location is in Florida. No additional contract clauses, evaluation factors, pricing details, or special requirements are provided in the available documentation.
