ACAN (01R11-25-006) HEAVY EQUIPMENT RENTAL SERVICES – Water Infrastructure, Swift Current, SK This Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that Agriculture and Agri-Food Canada (AAFC) intends to award a service contract to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a Statement of Capabilities. If no supplier submits a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in this ACAN, the Contracting Officer may then proceed with the award to the pre-identified supplier. REQUIREMENT: The AAFC Water Infrastructure Division requires to contract with a heavy construction equipment rental company for the rental of excavation equipment located in Southern Saskatchewan. SERVICES REQUIRED: Rental of heavy construction equipment without an operator such as large track hoes, pay loaders, ride on packers and mini hoes as well as smaller equipment such as jumping jacks, cordless concrete hammer drills, water pumps, tampers and trailers as required without any disruption in service. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES: Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: - Are capable of renting a Track Hoe, Payloader and Ride on Packer to AAFC without interruption as required to complete construction projects. AAFC cannot accept the rental of any equipment that may be sold during the contract period. CONTRACT PERIOD: May 21, 2024 to March 31, 2025 ESTIMATED VALUE: $110,000.00 (including GST) – Initial Contract Period and the option period. PRE-IDENTIFIED CONTRACTOR: Rocky Rents 2090 North Railway St W Swift Current, SK S9H 5H8 SOLE SOURCE JUSTIFICATION: Based on the various equipment requirements for the work identified and past experience with other equipment rental suppliers in the vicinity of Swift Current, SK. Rocky Rents is the only true rental company that supplies this type of equipment with the certainty that AAFC employees will be able to use the equipment from the date of delivery to the day they are finished. WID has considerable past experience and knowledge of the heavy construction equipment rental companies in Southern Saskatchewan. Other companies first priority is the sale of construction equipment. They will rent equipment to AAFC but will require it to be returned in the event that they are able to sell it. The return of equipment mid project is not acceptable, this work is time and weather dependant. By renting from Rocky Rents, WID does not have to worry about equipment being sold while we are using it and WID does not have to worry about regular maintenance or repair work. Government Contracts Regulations Exception and Limited Tendering Reason: Section 6 (d) has been invoked for this procurement as only one supplier (person/firm) is capable of performing the Contract. ACAN NOTICE: You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority. An ACAN allows departments and agencies to post a notice, for no less than 15 calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a "Statement of Capabilities" that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process. Submission of Statement of Capabilities: The closing date and time for acceptance of Statement of Capabilities is May 2, 2024, at 2:00 pm CST. Suppliers who consider themselves fully qualified and available to provide the services described herein, may submit a Statement of Capabilities in writing, either via letter or email to the contact person identified in this notice, on or before the closing date of this notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements. The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters. The Crown retains the right to negotiate with suppliers on any procurement.
