The contract action pertains to the extension of the existing Heavy Lift 7 contract, originally awarded under solicitation W52P1J-11-D-0061, for a six-month period from September 1, 2016, through February 28, 2017. This extension is being made under the authority of FAR 52.217-8, Option to Extend Services, and FAR 6.302-1, Only One Responsible Source, without issuing a competitive solicitation. The contract, managed by the Army Contract Command at Rock Island, is set to continue critical line haul support services, including commercial line haul, heavy lift, and personnel transportation across the Kuwait and Central Command area of responsibility. The extension will be awarded to KGL Transportation Company KSCC and aims to avoid substantial duplication of costs and unacceptable delays that competition might cause. The original contract included a base period plus four option years, and although the option to extend services clause was part of the initial solicitation, its exercise had not been evaluated at the time of award. The extension is deemed the most advantageous method to meet the government’s operational needs. The contract requires the provision of all personnel, equipment, tools, materials, supervision, and non-personal services necessary for the performance of these transportation services. While all responsible sources may submit capability statements or proposals, the government reserves the right to determine whether to compete the extension. The government will not reimburse any costs incurred in response to this notice and is under no obligation to pay for information provided by interested parties. The contracting activity is the Department of Defense's USA Joint Munitions Command located in Rock Island, Illinois, with Stephanie A. Brown as the point of contact.

This notice is a synopsis in accordance with FAR 5.101 for a proposed contract action to Contract W52P1J-11-D-0061 published at least 15 days before the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The Army Contract Command - Rock Island intends to award a modification to extend the existing Heavy Lift 7 Contract W52P1J-11-D-0061 for the period of 01 March 2017 through 31 August 2017 under the authority 10 U.S.C. 2304 (c)(1), Only One Responsible Source, as implemented by FAR 6.302-1. The contract period of period of performance was initially for a base year plus four option periods. FAR clause 52.217-8 was exercised for a period of 01 September 2016 through 28 February 2017. The initial solicitation W52P1J-10-R-0132 was originally synopsized, as well as the original issuance of the contract W52P1J-11-D-0061. The option to extend services under FAR clause 52.217-8 was synopsized on 10 May 2016, with this six-month extension included as an additional option. The expected modification date for this six-month extension is no later than 28 February 2017, effective 01 March 2017. The six-month extension is intended to be awarded to KGL under 6.302-1 when it is likely that award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition, and (B) unacceptable delays in fulfilling the agency's requirements. A follow-on competition is underway for the follow-on Heavy Lift contract and a draft PWS has been posted to FedBizOps. This modification will continue critical line haul support services throughout the Kuwait and Central Command AOR. Services to be provided include all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform commercial line haul, heavy lift and personnel transportation services. All responsible source may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice
