This contract seeks to establish multiple indefinite delivery/requirements contracts for commercial-type snow removal equipment to be used by the U.S. Military and other Federal Government Agencies across the contiguous United States, Alaska, Hawaii, outlying areas, and several international regions including Europe, Africa, and the Pacific. Awards will be granted to responsible offerors who fully comply with solicitation terms and whose pricing is fair and reasonable. Contract holders will be selected for specific product lines such as snow removal equipment, de-icing vehicles, snow plows, brooms, snow blowers, and snow sweepers, with each manufacturer receiving only one contract per product line to avoid duplication. Customer demand will be competed amongst contract holders, providing them fair opportunities to quote on individual requests. These fixed-price contracts with economic price adjustments will be awarded for a five-year period without options and will feature no guaranteed minimum purchase requirements. The solicitation is open continuously: initial offer evaluations will be based on proposals received within 30 days of issuance, while submissions of new product lines may continue up to four years from the initial closing date but only if not duplicative. The expected aggregate contract value over five years is approximately $40 million, with an aggregate ceiling of about $68 million. Large businesses must submit a Small Business Subcontracting Plan, and all proposals must be in English and U.S. dollars, submitted as hard copies including pricing and delivery schedules. The solicitation is subject to the Trade Agreements Act, and the anticipated award start date is November 2017.
