The City of Regina is planning to issue a negotiated request for proposals for the construction of Phase 1 of the Heritage Drainage Upgrade Project, focusing on the use of trenchless construction techniques. Prospective contractors should have expertise in installing large diameter sewers through trenchless methods, with an anticipated preference for Open Faced Tunnel Boring Machine (TBM) combined with Pipe Jacking. However, contractors have the flexibility to propose alternative suitable methods and are responsible for equipment selection and overall means and methods. The project involves sewer installations at depths ranging from 7 to 9 meters and imposes strict constraints to ensure minimal disruption to traffic on Winnipeg Street and Saskatchewan Drive, where two lanes must remain open at all times. Tight shoring is mandatory for excavation pits to limit surface disturbance, and construction will be conducted near high voltage electrical lines as well as large buried utilities like gas, water, and sewer mains. Additionally, handling and disposal of petroleum hydrocarbon-contaminated spoils may be required at one or two sites. This procurement is governed by relevant trade agreements including the Canadian Free Trade Agreement, the Comprehensive Economic and Trade Agreement, and the New West Partnership Trade Agreement, with the procurement led by the City of Regina under the Government of Canada jurisdiction. The solicitation, titled "Heritage Drainage Upgrades - Phase 1," was posted on January 23, 2026, with proposals due by March 10, 2026. The contract authority overseeing the project is Raman Jhita, who can be contacted through the provided email and phone number for further details regarding the opportunity. The project is situated in Saskatchewan, and interested parties are encouraged to prepare proposals that meet the technical and operational requirements outlined in the upcoming NRFP.

The City of Regina is providing advance notice of its intent to release a negotiated request for proposals (NRFP) for construction of Phase 1 of the Heritage Drainage Upgrade (HDU) Project utilizing trenchless construction techniques. Future proponents should be experienced in the installation of large diameter sewers by trenchless methods. Approved trenchless installation methods are anticipated to make use of Open Faced Tunnel Boring Machine (TBM) with Pipe Jacking installation but other suitable methods may be considered since means and methods including equipment selection is the responsibility of the Contractor. Notable features and constraints of the project include: Sewer depths vary from approximately 7 to 9 metres below grade. Construction requires minimal traffic disruption to Winnipeg Street and Saskatchewan Drive. Two lanes of Winnipeg Street and Saskatchewan Drive (one lane each direction) must remain open at all times The Contractor will be expected to use tight shoring for installation pits/shafts to minimize surface disruption. Excavations not using tight shoring methods will not be permitted. Construction requires working in the vicinity of high voltage underground electric power, large diameter buried gas mains, buried water mains and sewer mains. Construction may require disposal of spoils impacted from petroleum hydrocarbons at one or two locations. Unless otherwise indicated, and subject to applicable exceptions and exclusions, this procurement is covered by: Chapter 5 of the Canadian Free Trade Agreement Chapter 19 of the Comprehensive Economic and Trade Agreement Article 14 of the New West Partnership Trade Agreement
