Heritage Oaks II

The Heritage Oaks II project, managed by the City of Grass Valley, involves the development of a 3.74-acre parcel on the south side of Joyce Drive in Nevada County, California. The project consists of a Tentative Subdivision Map to divide the land into 12 residential lots ranging from 2,775 to 6,646 square feet. To facilitate this residential use, the project includes a comprehensive environmental remediation effort to address contaminated soil and floodplain sediment. This scope of work involves excavating approximately 10,030 cubic yards of material, transporting it via roughly 1,000 truck trips to licensed facilities, and importing an equivalent amount of clean soil for engineered fill. Site restoration will include grading, erosion control, and planting. The project is subject to the California Environmental Quality Act (CEQA), with a Mitigated Negative Declaration approved by the Grass Valley Planning Commission on May 19, 2026, and subsequent approval from the Department of Toxic Substances Control on July 15, 2026. Key deliverables include the implementation of land use controls, such as fencing the Little Wolf Creek floodplain and establishing a Land Use Covenant and Operation and Maintenance Agreement. Performance is estimated to take two to three months and requires professional oversight from civil engineers, soils engineers, and engineering geologists. Additionally, the project mandates compliance with the Clean Water Act and includes a tribal cultural resources inspection by a UAIC representative within five days of ground-breaking.
