Modernization and Sustainment of the T-7 Family of SystemsThe U.S. Air Force is conducting market research through a Sources Sought Notice to identify qualified contractors capable of supporting the modernization and sustainment of the T-7 Family of Systems (FoS), which includes the T-7 Air Vehicle, Ground Based Training System (GBTS), Maintenance Training System (MTS), and associated components. This effort aims to address potential updates and ongoing sustainment activities beginning around Fiscal Year 2029, supporting the transition from the legacy T-38C trainer to the new T-7 platform. The initiative involves a range of technical tasks such as planning, development, testing, production, installation, integration, and sustainment of current and upgraded T-7 capabilities, including advanced safety features like Terrain and Air Collision Avoidance, Barrier Capability evaluation, selectable G-limiters for pilot training, enhanced Pilot Vehicle Interface improvements, and upgraded embedded GPS/INS navigation systems. Sustainment responsibilities extend to depot maintenance, product support, software and technical order maintenance, configuration and data management, supply chain oversight, and fleet management, requiring expertise across a broad spectrum of engineering and management disciplines. The Air Force is seeking responses from companies with demonstrated experience in aircraft sustainment and modernization, strong technical and program management capabilities, and the ability to perform all aspects of sustainment engineering, including software and hardware support, integration with original equipment manufacturers (OEMs), and complex supply chain management. Respondents should detail their qualifications for the modernization tasks and sustainment roles, including relevant facilities, teaming arrangements, and their business size classifications. Submission is not a request for proposal but will inform acquisition strategies, potentially impacting whether the award will be full and open or set aside for small businesses. Responses are due by July 16, 2026.

The contract pertains to the HH-60W AV, a multi-engine rotary wing aircraft designed primarily for worldwide Personnel Recovery and Combat Search and Rescue missions under all conflict intensities and peacetime. The HH-60W is capable of rapid deployment and versatile operations in diverse and challenging environments, including all weather conditions and threat levels, such as nuclear, biological, and chemical scenarios. The current initiative focuses on integrating an Air Force District of Washington (AFDW) capability into the aircraft, requiring compatibility with existing HH-60W systems like sensors, displays, navigation, and flight management without causing detrimental increases in operating weight. Specifically, the contract seeks to modify the HH-60W cabin to support the AFDW mission by removing certain baseline components and installing passenger seating for 11 occupants. These seats must comply with crashworthiness, safety standards, and allow for emergency egress. The solicitation, titled "HH-60W Cabin Reconfiguration," is issued by the Department of Defense’s Helicopter Program Office at Wright Patterson AFB, Ohio, with a response deadline in late May 2026. This sources-sought notice is aimed at identifying potential sources capable of managing these modifications while ensuring the HH-60W retains its mission effectiveness and weight parameters.

General Info

Modify HH-60W cabin for AFDW mission, add 11 crashworthy seats, maintain system compatibility.

The HH-60W AV is a multi-engine, rotary wing aircraft with a primary mission of worldwide Personnel Recovery (PR)/Combat Search and Rescue (CSAR) in all intensities of conflict and in peacetime. The HH-60W will rapidly deploy and is capable of operations from main and austere field basing to conduct missions in all environmental regions of the globe, day or night, in adverse weather, and in all threat conditions, to include passing through nuclear, biological, and chemical environments.

The Helicopter Division (HD) is conducting planning in support of a new contract vehicle to address integration of an AFDW capability into the HH-60W weapon system. The systems and all system components must be compatible and integrate with existing HH-60W sensor, display, navigation, and flight management systems and net system weight should not result in a mission degrading increase in aircraft operating weight.

The HH-60W requires a modification to support the Air Force District of Washington (AFDW) mission. The AF will remove several components from the baseline HH-60W to allow for the installation of passenger seats for AFDW. Seating is required for 11 passengers. Seating must meet applicable crash and safety requirements including emergency egress.
