AI Contract Overview
This solicitation seeks twelve original HP Enterprise Color MFP 5800zf office printers for delivery to the Zuni Comprehensive Community Health Center in Zuni, New Mexico, to replace aging, unsupported equipment used across administrative, clinical, and patient-facing operations. The contract is a firm-fixed-price procurement with a specified delivery window between February 2 and March 2, 2026, and all units must be new, defect-free, and compliant with HP’s Premium Protection Warranty, meeting technical specifications including print speeds up to 45 pages per minute, a monthly duty cycle of 80,000 pages, and full color functionality with four CMYK toner cartridges. A strict Buy Indian Act set-aside under 25 U.S.C. § 47 applies, requiring all offerors to be certified as an Indian Economic Enterprise by completing the IHS IEE Representation Form dated January 2022; this certification is mandatory for eligibility and must be maintained throughout the award and performance periods, with false claims subject to penalties under federal fraud statutes. Proposals must be submitted electronically by June 30, 2026, and require active registration in SAM.gov with a Unique Entity ID, replacing legacy identifiers. Evaluation will prioritize pricing first, followed by deliverables and past performance, using a best-value trade-off approach rather than lowest price technically acceptable. Delivery must be made directly to the IT Department at the Zuni Health Center, addressed to Aaron Zunie, with no subcontracting permitted without explicit written approval. All payments will be processed via Electronic Funds Transfer to the U.S. Department of Treasury, with invoices submitted exclusively through the Invoice Processing Platform and requiring a certification statement affirming compliance with contract terms. The Contracting Officer, Shannon Eldridge-Shorty, holds full authority over modifications, while designated CORs provide technical oversight without contract modification powers. Packaging and marking requirements follow standard commercial practices without specified military standards, and inspection and acceptance occur on-site at the delivery location by the Government’s authorized representative.
